Pitkät etäisyydet ja harva asutus teki Lapin hallitsemisen hankalaksi sekä viranomaisille että osin myös seudun asukkaille. Tänä vuonna annettiin julistus, jossa Lapinmaan asukkaille annettiin pidennystä niihin aikoihin, joiden kuluessa heidän tuli jättää valituksensa tai hakemuksensa viranomaisille. Viesti oli monissa tapauksissa toimitettava esimerkiksi Vaasan hovioikeudelle tai senaatille Helsinkiin.
