Sotatoimien aikana oli entistä tärkeämpää, että kaikki tuotantotoiminta sujui häiriöttömästi.

Suomen työnantajain keskusliitto (STK) tekikin 23. tammikuuta Suomen ammattiliittojen keskusjärjestön (SAK) kanssa sopimuksen, jossa se suostui vastedes neuvottelemaan työntekijöiden järjestöjen kanssa.

"Tammikuun kihlaus" oli suuri saavutus ammattiyhdistysliikkeelle, sillä nyt työnantajat tunnustivat sen kelvolliseksi neuvotteluosapuoleksi.

Toisaalta STK ei vieläkään hyväksynyt SAK:n toisena päätavoitteena ollutta työehtosopimusjärjestelmää.1
