Laki video- ja muiden kuvaohjelmien tarkastamisesta annettiin 24. heinäkuuta. Euroopan tiukimmaksi luonnehdittu laki merkitsi mm. sitä, että alle 18-vuotiailta kiellettyjä elokuvia ei voinut enää levittää ollenkaan videoina. Lain mukaan video- tai muuta kuvaohjelmaa ei saanut tarjota ostettavaksi, vuokrattavaksi tai lainattavaksi ennen, kuin ohjelma oli tarkastettu.

Ohjelmaa ei saanut hyväksyä levitettäväksi, jos se, ottaen huomioon miten sen tapahtumat oli kuvattu tai millaisessa yhteydessä ne oli esitetty, oli epäsiveellinen tai raaistava taikka oli "omiaan kauhua herättämällä tai muulla tavoin vaikuttamaan mielenterveyttä vahingoittavasti".
